الأردن يوقع اتفاقية تمويل لدعم الموازنة العامة بقيمة (300) مليون دولار مع صندوق أبوظبي للتنمية

 التقت وزيرة التخطيط والتعاون الدولي زينة طوقان، سعادة السيد محمد سيف السويدي مدير عام صندوق أبوظبي للتنمية، والوفد المرافق له، خلال زيارة رسمية إلى الأردن، حيث جرى التوقيع على اتفاقية تمويل لدعم الموازنة العامة بقيمة (300) مليون دولار أمريكي، إضافة إلى التوقيع على عقد تنفيذ مشروع إنشاء وتجهيز عدد من المدارس المهنية والتقنية الحكومية بقيمة (40) مليون دولار أمريكي، بتمويل من الصندوق. وقد وقعت الوزيرة طوقان اتفاقية دعم الموازنة العامة نيابة عن الحكومة الأردنية، فيما وقعها عن الصندوق سعادة السيد السويدي.

كما تم توقيع عقد تنفيذ مشروع بناء وتجهيز خمس مدارس مهنية وتقنية وفق أعلى المواصفات في محافظات العاصمة والمفرق وجرش واربد بقيمة (40) مليون دولار أمريكي، حيث وقع وزير التربية والتعليم وتنمية الموارد البشرية الدكتور عزمي محافظة العقد نيابة عن الحكومة الأردنية، فيما وقعه عن الشركة المنفذة الرئيس التنفيذي لمجموعة تروجان القابضة السيد أحمد الشامسي. ويأتي المشروع ضمن اولويات البرنامج التنفيذي لرؤية التحديث الاقتصادي للفترة 2026-2029، وهو من ضمن المشاريع الواردة في مذكرة التفاهم الموقعة بين الحكومة الأردنية وصندوق أبوظبي للتنمية الموقعة في نهاية عام ٢٠٢٣، بهدف دعم قطاع التعليم المهني والتقني وتزويد سوق العمل بالكفاءات المؤهلة في مختلف القطاعات الاقتصادية.

وأكدت طوقان أن الاتفاقيات الموقعة تعكس عمق العلاقات الاستراتيجية التي تربط المملكة الأردنية الهاشمية ودولة الإمارات العربية المتحدة، وتجسد الدور المحوري لصندوق أبو ظبي للتنمية كشريك رئيسي في دعم الجهود التنموية في المملكة على فترة تمتد لأكثر من خمسة عقود. وأضافت أن الدعم الذي قدمه الصندوق للأردن خلال السنوات الخمس الماضية يقارب نحو مليار دولار، ما يعكس الدعم المتواصل لأولويات رؤية التحديث الاقتصادي والتنمية المستدامة في المملكة.

من جانبه، أكد سعادة محمد سيف السويدي أن الاتفاقية تعكس التزام الصندوق بمساندة جهود المملكة في ترسيخ الاستقرار الاقتصادي وتعزيز أسس النمو المستدام، مشيراً إلى أن العلاقة الاستراتيجية بين الجانبين الممتدة منذ عام 1974 تمثل نموذجاً متقدماً للتعاون العربي القائم على الثقة والرؤية المشتركة. وأضاف أن الصندوق سيواصل العمل مع الحكومة الأردنية لترجمة أولوياتها التنموية إلى مشاريع وبرامج ذات أثر طويل المدى، بما يعزز تنافسية الاقتصاد الأردني ويدعم مقومات التنمية المستدامة.

Jordan signs $300 million budget support agreement with the Abu Dhabi Fund for Development, alongside a $40 million contract for vocational and technical schools

(Amman – 26 August 2026) Minister of Planning and International Cooperation, Zeina Toukan, met with His Excellency Mohammed Saif Al Suwaidi, Director General of the Abu Dhabi Fund for Development (ADFD), and his accompanying delegation during an official visit to Jordan. During the meeting the parties signed  a $300 million financing agreement to support the Kingdom’s general budget, as well as a $40 million contract to construct and equip a number of public vocational and technical schools, funded by a ADFD grant. Minister Toukan signed the budget support agreement on behalf of the Government of Jordan, while Mr. Al Suwaidi signed on behalf of ADFD. 

The meeting also witnessed the signing of a $40 million contract to build and equip five vocational and technical schools built to the highest standards. The agreement was signed by Minister of Education and Human Resources Development Dr. Azmi Mahafzah on behalf of the Jordanian government, and by Mr. Ahmed Al Shamsi, Chief Executive Officer of Trojan Holding, the contracting company. The project forms part of the government’s Economic Modernisation Vision and is financed through grants outlined in the memorandum of understanding signed between Jordan and ADFD at the end of 2023. It aims to support the vocational and technical education sector and provide the labour market with qualified talent across diverse economic fields.

Toukan stressed that the signed agreements reflect the depth of the strategic relations between the Hashemite Kingdom of Jordan and the United Arab Emirates, and embody the role of the Abu Dhabi Fund for Development as a key partner in supporting Jordan’s development efforts over more than five decades. She added that the Fund’s support to Jordan during the past five years has amounted to nearly one billion dollars, underscoring the continued backing of the priorities of the Economic Modernisation Vision and sustainable development in the Kingdom.

For his part, Mr. Al Suwaidi affirmed that the agreement demonstrates the Fund’s commitment to supporting Jordan’s efforts to consolidate economic stability and reinforce the foundations of sustainable growth. He highlighted that the strategic relationship between the two sides, dating back to 1974, represents a leading model of Arab cooperation built on trust and shared vision. He added that ADFD will continue to work with the Jordanian government to translate its development priorities into long term projects and programmes that enhance competitiveness and sustainable development.
